I got it open. I didn't want to pry with a screwdriver, but I did and it doesn't look like I broke anything. For anyone else who also has a problem opening this cover, there's a hinge on one side of this fuse-box cover and a lock tab on the other.
You'd need to pull the main connector at the ECU & the cab connector as well as the connector leading to engine (c103) with the bolt that holds it to the box it's self. The clips that hold c103 to the frame is easily broke & it's a trick to get it loose.
