It then loops up (anchored to the brick) so gravity takes care of runoff. It is also sealed with silicone caulk and does not budge - it is anchored both inside and outside and bends to get through the wall.
If you really wanted an enclosure, you could use an electrical box with a weatherproof cover, feed the cables up from below, make the connections, then shove everything in the box and close it . but it's going to make it harder if you ever want to change things out.
