I think the POCO would be more upset for borrowing power than unlocking their meter. On this job I had it set up for Monday to unlock the meter. I went ahead and cut the overhead removed the panel, installed the new one. Basically it’s the same idea as an elevator drop key. Only difference is it has a latch on either side. So as you release one side pull the cover forward and then do the same for the other side. Con Ed does not play, do not cut their locks. do not jump their meters as a temp. I know an electrician who they sent the cops out to arrest becuase he left the meter jumped out. They give adapters for 110 v to 220 volt upgrades and they do cut locks in a timely fashion.

If the meter tabs interfere with the pinch screw, take the screws out, plug the meter in, get your drill with a long bit and drill through the tabs being careful not to F up the threads (F the poco) , put your screws back in, pinch everything up and plug your holes. If neither of those works out see if you can install a meter pylon of some type along the route of your present service with double barreled lugs on the load side of the meter socket.
