Well,, if I was asked where is Headlight Low relay,, answer is it is in Passenger Junction Box (fuse/relay block) which is the block located under grove box where lots of fuses are inserted. But the problem is that Relay #22 through #33 are BUILT INTO this fuse/relay block and headlight Low relay ( Relay #23) is one of these.
After changing bulbs, the light switch, and using a bulb current tester, along with wire diagrams, I tracked the problem down to the intergrated 'taillight relay' located behind the gloove box, in the passenger junction box(pjb). The fuses (80,81 & 46) all looked good. Tapping on the PJB will turn the lights back on sometimes. 3. Shift lock relay in the passenger junction box or PJB ( non serviceable* ) Best way to verify is when it doesnt work to use something and tap on the PJB. If it starts to work then you know its bad. If your PJB is bad I would pry apart the plastics There has to be a way to remove and replace it.
Under the passenger glove box, remove the fuse box cover. Take photos so that you know where fuses need to be when you reassemble it. Disconnect all 6 connectors on both sides of the fuse box module. Remove all fuses. Remove the 3 silver screws on the back. Pry apart the relay box around the seams. They are held together with clips.
